As per Environmental Protection and Management (Boundary Noise Limits for Factory Premises) Regulations, it is mandatory for an occupier (factory license holder) of the workplace to measure the noise level at one’s workplace boundary in order to ensure that the noise level emanating from one’s premises does not exceed the limits prescribed by the law. Frequency of boundary noise monitoring:
The first step would be to do the initial (first) mandatory boundary noise measurement. The same is to be submitted along with Temporary Occupation Permit (TOP) application for the factory premises. The sound level measurement shall be done as per the direction given by the Director-General of National Environmental Agency.
The Director-General may require the owner or occupier of any factory premises, or any building or part thereof within any factory premises —
(a) to set up equipment to measure and record the level of noise emitted from his premises over such duration as may be directed by the Director-General; and
(b) to submit the records of the noise level readings including all relevant facts which may influence the values of the noise level readings (such as background noise).
The Director-General may also advise the occupier (factory license holder) to measure the noise level at some specific points/distance for specific duration due to the complaints received from the public or people inhabiting nearby premises. In case of affected building being a part of the same factory premises which is being monitored, the measurement point to be set would be at any point in the range of 5 meter from the wall of the premises being monitored which is facing the affected premises. The sound pressure level would be measured at 10-15 meter interval for each measurement point along the boundary of the client premises. The sampling would be conducted on the day Period (7:00 AM ~ 7: 00 PM) whilst a 24-hour continuous sampling process will then be conducted at the potential highest Leq point where its corresponding Leq was recorded and referenced against NEA’s Permitted Boundary Noise Level.
