Legal requirement for Construction Noise Monitoring
It is mandatory to install Construction Noise Monitoring System at the construction sites under Singapore’s NEA Environmental Protection and Management (Control of Noise at Construction Sites) Regulations, Clause 4. The National Environment Agency (NEA) imposes maximum permissible noise levels for different time periods, which get significantly more stringent later into the day and for sites located near hospitals, schools and residential premises.
The Director of Pollution Control Department may require the owner or occupier of any construction site to get a Noise monitoring equipment installed at the nearest affected premises to continuously monitor and record their noise levels. The equipment comprises a Class 1 noise meter with ± 0.7dBA accuracy that follows the IEC 61672 standard or any other comparable standard to measure and record the level of noise emitted from the construction site for the total span of construction work, as may be directed by the Director-General. The owner is also required to submit all records of the noise readings including all the pertinent facts which have the potential to influence the values of the noise level readings.

Duties of Contractor after Installation of Noise Monitoring System:
The contractor will duly carry out the following designated tasks after the installation of the Noise Monitoring System:

- Provide the requisite updates to the NEA about the installation of the system along with website link (URL), user id and password provided by the company;
- Operate and maintain the real-time noise monitoring system installed at the site in a good working condition and with full efficacy at all times;
- Provide service and calibrate the meter by an accredited laboratory at least once a year and submit the calibration certificate to NEA; and
- Install the real-time noise monitoring system in such a way that it is not clogged by any barrier / partition between the equipment and the site as it should not be blocked due to any material covering the equipment. This is ensured by making the noise meter sensors visible, uncovered and exposed to atmosphere, and to achieve this, the noise meter sensor is facing the site at any given time.
